My dinning room chandelier is not turning on. The wires on the fixture seems fine. I changed out the single post dimmer switch,did not work. Circuit breaker has a test button and it tripped the breaker when pushed. Does that mean it is ok

I'm a local electrician. I could come take a look at it if you'd like. If not I could try and walk you through some trouble shooting options
