Answering 4 years late, but just in case others have the same question: Electricians typically have a Service Fee that is essentially a minimum guarantee for how much they will get from a job. You can't expect someone to show up to your house (which may be several miles away), spend the time it takes to drive out, the time and material to do the proper checks/inspections, and then only charge a couple bucks. Electricians Are professionals, and they (typically) go through many hours of training to be certified. Hope this answers your (and others') question. Ultimately, you pay for what you get. If you want a check/fix thats going to cost ~$50, you are going to get an inspection/fix that is worth $50 - when it comes to electrical, I wouldn't gamble on that....
